Check for new conference each year without needing to update script

This needs some thought. What info do we need to decide when to start checking for a conference.

Name of conference. Format of conference URL. Date to start checking.

Current design assumes all applications run on the same host as UniAuth. This isn't necessarily true. We need a design that allows the application to run on a different host to the authentication…
